Key Changes for Parcel Shipments
The new rules depend on whether the sender and receivers are businesses (B2B) or individuals (B2C, C2C, C2B).
Business-to-Business (B2B) Shipments
- Green Lane Shipments: For goods staying in NI and qualifying under the UKIMS, businesses must register for a UKIMS number and provide it to their carrier.
- Red Lane Shipments: Goods "at risk" of moving beyond NI require a full customs declaration and may incur EU duties.
Business-to-Consumer (B2C), Consumer-to-Consumer (C2C), Consumer-to-Business (C2B) Shipments
- No individual customs declarations required.
- Senders must provide their carrier with:
- Number of items
- Product description
- Total value of the shipment
- Total weight of the shipment
Why These Changes Matter
The Windsor Framework replaces the Northern Ireland Protocol, which had caused logistical and political challenges since Brexit. By introducing a dual-route system, it aims to reduce paperwork for trusted traders while maintaining regulatory alignment with the EU.
